More precise ruler rotation.

Ruler Widget is difficult to rotate. The ruler widget is great for straight lines, BUT it doesn't rotate easily to exact angles. My math department used it for drawing angles and is having a tough time getting the widget to be more precise.

    This would enhance the ruler widget, which I find hard to use as is.

    As an art teacher I frequently use the protractor in 360 degrees accompanied by the ruler. It is very difficult to rotate the ruler. I can adjust the angle but have to recenter it. It would be extremely helpful to be able to rotate and move the ruler at the same time.
